beleeft.
    werk willen laten zien.
zeggen.

LIEGE + AACHEN | EUPEN | HASSELT | HEERLEN | SITTARD 27.02 > 25.04.2010 [OUT OF] CONTROL 7ème Biennale internationale de la Photographie
et des Arts visuels de Liège - 2010
          CALL FOR PROJECTS :
From February 27 until April 25, 2010, BIP2010, the 7th International Biennial of Photography and Visual Arts of Liège will take place.
As for the previous Biennials, the organizers intend to make the visitors discover the young creation in the fields of photography, video, multi media installation and digital art.
One of the ambitions of the event is to represent both internationally recognized as well as upcoming artists.
The organizers are launching a call for projects addressed to artists, associations or teams of artists living or working mainly in Belgium or the Euregio Meuse-Rhine.
This call for projects wants to support artistically significant or innovative works reflecting the theme developed in the different exhibitions of the festival.
The body of works to be shown will be selected by the team of the Biennial under the criteria of quality, coherence and pertinence according to the exhibition’s theme.
The selected applications will benefit from a support for production and/or logistic help in view of presentation of the works in one of the official exhibitions of BIP2010.
          THE THEME :
In 2010 the theme determining the conception of the program will be (OUT OF) CONTROL.
Throughout this theme the organizers wish to explore the tension between the various forms of control regulating our life on the one hand and, on the other hand, the absence of control by persistence or resistance against these forms of control. A special place will be reserved for the new forms of expression generated by this tension.
As philosophers like Michel Foucault and Gilles Deleuze had been aware of, we are living today more then ever in a society of control. The security discourse implicates that we are - often unknowingly - captured in a multitude of observation and control mechanisms. These range from cameras installed at the street corner to tapped telephone conversations. The preoccupation about rentability, profitability, and efficiency of the economic system also creates a whole range of procedures as for example the electronic client card archiving our purchases or the caption of private data by the «cookies» of informatics etc… These actions lead to gigantic databases, in which the resolutions of our life and decisions as a consumer are classified, conserved and exchanged «at our service». Also the omnipresent hygienism and the scientific discourse warn us with beating slogans from any excess or abuse we could inflict on our body («Do not smoke», «Do not drink», «Do sports», «Eat healthy»,…). However, being repetitive and systematic, these slogans sometimes rather evoke a discourse which steals our liberty rather than it brings to our conscience the value of life.
In these processes and discourses of control "(over)view" plays a special role. Different methods and mechanisms have been developed according to the model of «seeing without being seen», in order to see better, more or further… From the panopticon (the architectonic system invented by the British Bentham which allowed surveying
prisoners without their knowing) to urban observation cameras: These visual methods are dubious. With the ethical questions of the usage of these pictures («seeing without being seen» defines in equal measure voyeurism and surveillance) also appears the question of the new forms of perception and representation, to the creation of which these mechanisms lead.
Other examples can be listed: Let’s think of satellites capable of following our movements or the numerous insurances that we have to conclude in different moments of our life. All these control mechanisms extend on us an invisible web that surveys each individual’s make-believed freedom to command his own time, space and his existence.
Not all forms of control are negative. Each one of the examples listed above can thoroughly be regarded separately as a progress. Nevertheless, the omnipresence of this broad surveillance, of this increasing prevention against unforeseen evolutions of life and of discourses always instructing us to correspond to the good, communicates the diffuse impression of confinement. This impression is contradictory to the feeling of emancipation which we are able to experience in other aspects.
In this perpetual arbitrage of danger, which place should one concede to small and big dysfunctions? Daily accidents (welcomed or unwelcomed)? Aberration in all its forms? Coincidences and other imponderabilia? Light or furious madness? Intemperateness in spite of rationality? Chaos and disorder?
As a counterpoint to the control instances surrounding us we also wish to give a place to these accidental or volitional moments. But also, seen more fundamentally, as a proof of a continuous respiration which liberates our life - through the knitting of the control net - from the predictability with which one would like to garnish it.
These moments give back its place to the necessary diversity of life. They express dislocations which make us smile or think different and design ways out. These resorts allow us – even if it’s for a small moment only - to break out of the grid, to discover other horizons and dimensions (light headed or significant ones). And suddenly existence reveals its naked presence and resists uncontrolled to the norm.
          APPLICATION :
Applications have to be sent on cd-rom or by email only before March 15, 2009 to the following address:
